NHMA Taxonomic ID assigns 0 to SPID #414

What is the issue ?

If a taxonomic ID is assigned to a record, then the taxonspid column in specimen table is set to 0

Detailed description of the issue.

The NHMA account relies on identifier numbers for the purpose of assigning names. A valid taxonomic ID does not assign a taxonspid like an inputted taxon name would.

Why is it needed/relevant ?

The taxonspid is used to identify novel species names in the post processing. Spid could also be useful in other context going forward.

Estimate level of effort required.

The taxonname table already has the spid property so I will evaluate this to 'Easy'

# easy
# difficult
# hard

What is the expected acceptable result.

Taxxonomic ID number triggers the taxonspid to be assigned.
