[refs #00027] Move pagination #69

Move pagination out of o-layout so it spans content and sidebar.

This is how it looks on desktop and mobile:

Pagination is definitely separated from content by sidebar on mobile. Should sidebar come after pagination?

After discussing this, we've decided to leave the pagination inside the main content area.
