Create post-titles-only template #78

For websites such as the LDP Hub, we need a template for listing posts without showing any of their content (excerpts or otherwise), but just the title. See https://github.com/NHSLeadership/nhsl-wp-ldphub/issues/7 for details.

Following discussion with @cehwitham, the approach we've agreed is to create a customizer drop-down where users can choose to display full posts, excerpts, or titles only - and then have a 3-way switch in home.php (which is based on index.php) to select the appropriate template-part (e.g. content-posts-full, content-posts-excerpts, or content-posts-titles).
