Fix lack of contrast between black target="_blank" link icon and dark ribbon background, e.g. for cookie ribbon: screen shot 2017-12-06 at 15 24 09

Using class="u-links-darkbg" whenever there's a dark background should do the trick thanks to @cehwitham's fix at https://github.com/NHSLeadership/nightingale/issues/176
