The issue created here is to record some of the discussion we had in the monthly CEFI meeting which related to this GitHub repo.

[x] 1. If migrating the repo to NOAA related account, will some GHAs become unusable?
[ ] 2. Future issue management should consider "project" for better tracking.
[ ] 3. contribution guidance need to be added.
[ ] 4. is the vocabulary used in filtering options appropriate?
