Try CPack to make distributions, including .deb and .rpm files? #49

As described here, CPack can be used to make our dists. Will it get around the problem of the missing cmake files? Maybe. https://gitlab.kitware.com/cmake/community/-/wikis/doc/cpack/Packaging-With-CPack

This works, but we've moved on to spack for distributions. I will close this issue.
