This merge request should contain the new API stuff in libgoods/api.py and libgoods/maps.py as well as new tests.
I apologize since I thought I had pushed these changes to Github already, but that was not how my local repo was configured.
There is a complication with this merge request, and that is that Amy had also added many of the 'complete' .yaml files into model_catalogs, so it is probably best if another commit to develop is made that removes these.
