removed the extra layer of libgoods dir -- not needed with model_cata… #45

Now that model_catalogs has been moved elsewhere, we don't need the extra dir layer.

@lukecampbell: could you merge if this doesn't break what you've been doing

@jay-hennen, @AmyMacFadyen: this may require a tweak to our internal CI scripts.

I rebased these changes on the latest in main and resolved the conflicts.
