To address #1, this PR adds:

[x] a Python script that fetches events from a Google Calendar and renders them as templates in the _events directory.
[x] a Containerfile that provides an environment for the script to run in
[x] a CI job that runs the script hourly
[ ] administrator setup instructions
- [ ] the dopest thing would be some Ansible or whatnot that asks for keys and spins up all the infrastructure. Living docs.

[x] a CI job should build tools/Containerfile and push it to the gcr.io registry under this project with name tools.

Lots got done here, a bit too much for one PR. I'm creating explicit issues for each of the things I addressed so far, so that the PR for this feature isn't so bloated with infrastructure and implicit practices. Reviewers, feel free to comment and review.
