Adds note about installing SWIG #4

Tested an install on a fresh ubuntu 16.04 install, and lack of SWIG caused my builds to fail.

@sinak, thanks for taking taking the time to make this PR!

I try to keep my READMEs as copy-pastable as possible. Would you mind moving the swig install onto the same line as gnuradio-dev? Something like: sudo apt install gnuradio-dev swig?
