What it says in the topic. Their cloak already has the ability to chain up a person to shackles in a prison (at least legionnaires do, don't know about knights). Give the cloak the ability to search people. If the person being searched stands still for, I dunno, 10 full seconds or whatever (short enough time for subdual to also work) then return a yellowtext list of their items to the person searching.
This is mostly to aid in RP. There aren't that many actual contraband items in Thay (except Eltabbar maps I guess), but any day of the year a random Red Wizard might MAKE something contraband. It would certainly be interesting to know if people are carrying around holy symbols to Xvim, for example. It'd give people a reason to try and not be so blase around the enforcers of Thayan Law (AKA whatever whim the Red Wizards happen to have).
Also in certain areas, such as Bezantur, searching people and claiming that there's a tax on their items is canonically one of the ways that Priador Legionnaires get paid.
