Per 3.5 rules, you can willingly forgo a will save. That's usually not very useful, but in the case of knowing someone is about to scry on you, and you wanting that to happen, it can be.
Suggestion is to allow a chat command which allows you to automatically fail will saves associated with the Scrying spell. Either for a specific caster or (more true to the rules of 3.5 where you don't know who is Scrying on you I suppose) in general.
