This is something I had in mind ever since the end of Thay 3rd edition, though it would also have been relevant to the war as well.

I'd love there to be a mechanic in which a character could be declared outlaw, and thus turned NPC hostile, at behest of one or more characters of sufficiently high standing, either within a region or all of Thay (or similarly, Underdark cities). It would be a milder and more RP-conducive way of handling certain IC issues where I feel the current !death mechanic (which has its place) is a tool slightly too blunt for most not-completely-egregious actions.

The topic of outlawry comes up quite often (most recently, Connor was declared anathema, before that Fingers, before him Mynh, also Will the Mystran and before that Quarra down below, just off the top of my head) and what's more, if there was a way to implement this, it would help with scenarios like the Thayan civil war, if one could adjust regional hostilities accordingly to characters' known allegiance and that of the shifting regions. (also, in case the servers' map expands to cover territories in neighbouring nations)

Of course, I have a poor gauge of how hard this would be to implement (although, considering there used to be a problem with undrek'thoz legions turning hostile before their allegiance was fixed whenever you left a portal, I feel this might be possible) but it would be a fun feature. So, low priority and up to the dev team (pair?) 's consideration!
