update `dcp_colp` url path #287

One reviewer required. Addresses issue #286 and one task in #272

Update the url path to reflect change in the Bytes of the Big Apple server.

Test by running the dataset locally.

yeah that was not very well formed from me. I located the new page where now the link lives. I think the links in the description in the template should be updated.
