data-library workflow enhancements

Github Action workflows have fallen a bit out of date and could use some TLC:

[ ] update actions/checkout to a more recent version, this will require some additional research
[ ] Update to ubuntu-22.04 or whatever LTS release of ubuntu is more recent
[ ] Develop cadence (via cron job) for Data Library Archive Action
[x] Add dcp_pad to quarterly updates file - check to see if there are any other datasets that should be added with each release of geosupport
[ ] Do we want to create templates for other data available on Bytes that isn't currently ingested via DL.
[ ] Should we ingest dcp_housing through bytes on data-library? Must be fully scoped out
[ ] Update poetry installation
