Update dob_cofo script and yml template

Addresses issue #255.

This feature branch was originally created by Te to update the data library ingestion process for the new updated Dept of Building Certificate of Occupancy we receive via email but never made it into a formal PR. I am not quite sure why a PR was never made but I suspect we weren't sure if the dob_cofo data we got would be a one off but the most recent version of the data has the same column schema as the last file DOB sent us so I think it makes sense to now create a formal PR.
The new script handles the new column schema DOB sent us specifically "In the previous cofos, certificatetype used to be populated with two values the C-CO and T-TCO. The new CofilingtypeLabel has four different values (Initial, Final, Renewal With Change , and Renewal Without Change). We rely on this field to sort the COs so we would like to make sure if it is okay for us to map the three values (Initial, Renewal With Change , and Renewal Without Change) to T-TCO and map Final to C-CO so that we can keep our current logic for sorting the records." These renewals are now considered TCO's (temporary certificate of occupancy).
