fix pytest workflow

• change credentials used in test github action
• update glad and poetry using pipx approach
• update pytest

@mbh329 got it down to just 1 test failing! it's the ingestion of dpr_capitalprojects and seems to be related to the json file ingested in dpr_capitalprojects.py

That means the tests work! the dpr_capitalprojects script is broken as I just tested
