pin poetry version to version seen in latest tests on main

this PR is a follow up to https://github.com/NYCPlanning/db-data-library/pull/366 and replaces https://github.com/NYCPlanning/db-data-library/pull/347
can't use original PR (https://github.com/NYCPlanning/db-data-library/pull/347) because it's a branch in SPTKL's remote repo so we can't push new commits to that branch
test failing in this PR is known and expected pytest failure, same as on main

@mbh329 dropped the PATH edits from the dockerfile!

merging this branch since @mbh329 and I talked it over. the urgency is because poetry is now failing on main and other dev branches (but not on this branch)
