Create YML Templates for `db-cbbr` input data

Based off issue db-cbbr.

We will need to create new templates in data library for these datasets (this will need to be flushed out more as we go through the process of dataloading:

• [x] cbbr_submissions --> CBBR_Registar_Extract tab in CBBR_OMBextractFY24 (Excel file from NS)

TODO:

Scope out whether we need to add these as templates or if they can be ingested a different way/are needed at all

• [ ] old_cbbr_submissions - I think this would be the previous version of CBBR, which should be in Carto, but we'd need to track down if we determine we need it

• [ ] Manually mapped geometries, which are stored in various formats here

cbbr_submissions that strategic planning gave us utilizes the vlookup function to get values in certain columns. If we save the data as a csv, these data columns don't persist. Need to figure out a way to make the data persist or create a script to handle this
