Enacting reform should boost people loyalty. overwise people continue to rebel + plus see comments #414

Plus - Also, on the politics side, people seem to be unable to decide whether or not they want 90% tax for the rich or 100% tax for the rich, and they keep revolting to change it. As soon as it's changed to 90% tax they revolt and want 100% tax and vice versa. I don't think I even had any rich with those ridiculous taxes. It was the same with polis versus tribal democracy for a while

Now when any reform is enacted pops supporting that reform will get loyalty boost
