full type annotation, better exception handling, more pythonic

• full coverage of type annotations
• formatted with Black
• commented out get_time_of_day(). Was never used
• better exception handling while dealing with config file
• all_task_done() is more pythonic now
• Program will now explicitly tell when the task table is empty
• removed /__pycache__. pycache should not be uploaded.
