I have some concerns about installing it to program files... I will poke around for the shell, though.

i wanted to install it to appdata.. or somewhere i can write to without requiring admin.. but @copygirl said program files is where it should be

If you want an installer, you should install it properly (and have an uninstaller). Fudging together something doesn't feel like a good idea. I'm fine with having just a .zip that people will have to know what to do with in the beginning.

It's a bit complex:

Per user per computer program should be in local appdata
Per computer program should be program files
Per user per computer data / settings should be in roaming appdata.
Per computer (all users) data should be in "programdata".

In general it's probably easier to make it a zip people just run the code out of, it's what MultiMC does (which you seem to be expecting people to use). However, it would be nice to have an instaler...
