[add] bounding box message with tag #104

I added "tag" member inside of BoundingBox message. Instead of modifying original jsk repository, I did this commitment. Because, to modify original jsk repository, we need to install unnecessary packages and need to build them. It also occurs the compiling errors... (xox)
