build in enable logger for now #100

Adds a mod setting (Enabled by default) that enables logging, similar to the Enable Logger mod.

We should either remove this or default it to off at some point in the future; for now, it's a way we can ensure people can send logs if there is some sort of issue and a log might be helpful :)
