The Ubuntu 18.04 Actions runner image is deprecated and will be removed by 1 April 2023.

Remove builds with gcc-4, gcc-5, gcc-6, clang-3.9 which are not directly available in apt for Ubuntu 20.04.
Lift default used compilers to gcc-10 and clang-12 (matching default in 20.04)
