[Feature Request] Convert .vtf into .vtf with different parameters #14

Right now you can only convert .vtf into PNG/TGA/PSD. It would be cool to be able to convert .vtf into .vtf with different parameters (for example from 2048x2048 RGBA8888 to 1024x1024 DXT5)

Ability to change VTF version this way would also be useful
