Operations should have an environment where they are free to test out architectural and security changes.

This has been cleared with Sayeed.

@htpvu this would be a perfect time to request a modification to the bootstrap program that @birkland wrote a year or so ago. The current bootstrap is for the old context and schema.

I would like to be able to create a bare environment with no users, funders, grants, submissions, files, etc...

Only policies and repositories and whatever else would be needed to get COEUS and NIHMS loaders to work.

Without this modified bootstrap, I would need to copy demo or test and change all existing URIs again.
