Determine a workflow between data collection, normalization, and distribution.

Our current workflow needs some reshaping. I suggest discussing the 5 steps outlined in this document and reach a conclusion about how data should be collected, normalized, and distributed. Most importantly, to reach a conclusion to what teams are responsible to what steps of the process.

The discussion of issue #59 (Creating a list of data sources) shall be continued here.

To be clear, I imagine this list being the very first step of the workflow of the data-team. Something we can use as a reference of where to look for high-value data.
