Bring the SIDH database (OCHA Colombia) to HDX #71

The SIDIH database contains 418 indicators that OCHA Colombia uses to monitor the humanitarian situation in the country.

@JavierTeran and @takavarasha the 418 indicators together with their accompanying data have been processed into CPS' format. So you have an idea of how desegregated subnational data affects our system, here is how much data we had before Colombia:

And here is how much we have after adding Colombia:

Here is another view based on the source:

That is, 89% of the data on CPS will be about an entity inside Colombia. And around 11.1% will be about 243 countries.

Me and @takavarasha will be addressing a number of blocker-issues to import the data into CPS this week and will continue to update this issue.

Thanks @luiscape and @takavarasha . Unfortunately, the data system can't hold this type of the data as it stands now. We move this upload for a top priority soon after Berlin. :-1: Sorry about the wasted effort.
