ROWCA data in HDX #81

To bring ROWCA data into HDX and conduct analysis

As of today, we have 4,444 records from ROWCA's ORS on 250 indicators. The data is available on ScraperWiki (https://scraperwiki.com/dataset/eniyl0w), but hasn't yet been uploaded to HDX. Should the data be uploaded to HDX by us? What's the follow-up?
