Screencast update for "submitting data"

Not sure if this is enough to trigger a change to the screencast, but the following changes have been made to the contribute page recently:

• Tags has been moved up the page
• New license options have been added.

Its a bit minor, so I won't change it for now. Unless @JavierTeran or @ochadataproject think it should be changed.
