Add ability to request new units #31

You can't ask for a new unit. I know this is not, strictly speaking, a controlled vocabulary, but since we are providing an extensive list, it would be nice for people to also be able to add to it.

@SRGDamia1, what additional units would you add? Existing suggestions are listed in #32 and #39.

I'll be updating the list. See https://github.com/ODM2/ODM2DataSharingPortal/issues/188#issuecomment-437086916.

However, this will be a one-time update. @horsburgh & @jcaraballo17 will not be upgrading the Units list to a full-featured CV (#34), to avoid the effort, challenges and unknowns to reproduce the older Django/Python/etc environment that it was deployed on.
