Add Feature Of Interest CV #36

To support a relatively simple extension to ODM2, as discussed in https://github.com/ODM2/ODM2/issues/132, https://github.com/ODM2/ODM2/issues/142 and related/connected issues.

As mentioned in https://github.com/ODM2/ODM2/issues/132#issuecomment-412686503, I created a ODM2_FeatureOfInterestTypeCV_draft Google Sheet, which we can use to develop the CV terms and definitions.
