FileLogger.ts has hardcoded paths to /usr/local/share/oi4registry/logs #146

If the registry for exmaple starts in standalone mode it tries to write logs to hardcoded path which does not exist on system. The paths should be cojnfigurable? also maybe change to /var/log?
