Integrate dnp en-/decoding #89

Hi guys, as Konrad may already told you, i created a small dnp helper in typescript, including jest tests, currently all in the format of a npm package. do you want it to integrate into the base service? I can do it if we find a fitting mode how & where to integrate it.
