Adding imputed multilateral climate finance #44

Logging this issue now incase we do move into this later this week, @jm-rivera. Would be good to discuss the complications if we do proceed with this.

The bilateral finance from the CRS alone does not cover enough of donor's climate relevant ODA. I believe for a subject like climate, a significant amount of funding goes through actors such as the Green Climate Fund. Hence, we need to add in a measure of imputed multilateral ODA if we are to create an accurate image of total climate relevant ODA.

The OECD provides imputed multilateral contributions for climate finance here, available on the climate change OECD page. Data is available from 2013-2020 across 32 MDBs/international organisations. Having looked at the 2018 version of this spreadsheet, it does not look like the data goes back beyond 2013, but this needs confirming.

The figures here are grouped as climate finance, so it is not possible to provide adaptation and mitigation breakdowns. As a result, any graphs showing ODA relevant to climate change could - at best - have a breakdown for bilateral adaptation, mitigation, overlap, and imputed multilateral.

The UK team has provided a document tracking commitments to international climate finance. We can use this to compare commitments reported to the OECD to the commitments reported by the UK government as part of the discussion on using disbursements vs commitments.
