fix aid types for bilateral allocable oda

Some of the indicators are missing the sub-aid_types (i.e. B031, B032, B033). Need to identify the aid type coding in the CRS over the timeframe of the CRS so we capture all sub-aid_types present. The sub-aid_types within "A02", "B01", "B03", "B04", "C01", "D01", "D02", "E01" then need to be added to the following indicators:

• [x] crs_gender_not_targeted_flow_disbursement_gross
• [x] crs_gender_not_screened_flow_disbursement_gross

• [x] crs_gender_allocable_total_flow_disbursement_gross

If we are keeping the climate analysis in oda_data, then the climate indicators also need fixing:
