68 fix aid types for bilateral allocable oda #69

  1. removes outdated climate finance indicators
  2. adds sub-aid types to gender indicators.

Cross-referenced the aid-types with the DAC CRS Codes list to ensure we had all the sub-aid types.

Noticed there were no commitments indicators for gender. May be worth adding these?
