On latest (Hyrax) release, move Download links for the files near the top

Description

The download/install options should be near the top. One has to navigate lots of text (regarding what is new) to get to the download links. I included a Take me to download options. at the top of the page for people looking to go straight to the links, but I think we should shift the download options to the top.

For reference, I already did this for Hyrax-1.16. But I think we can improve upon the presentation of the software download options: perhaps a table where each column regards one of the 3 options for downloading the bes, libdap and olfs?
