Is it possible to localy spawn effects/things? #200

Can i spawn an effect in lua, and keep moving it to snap to cursor tile, client side only?

I cant rly find how to throw and effect build in the spr folder could somebody provede me with the function name i quess im not experienced enough to get it by looking at the functionality of functions :(
