Eventlog filtering, store options in Registry #436

It would be nice to store the Eventlog filtering options, like the Sourcedata, Localdata ect, in the Windows registry to make it persistent over multiple instances.

Don't use these settings in GeoDmsRun.exe; do write all progress and minor trace messages to console and/or log file.
