wmts background layer is not loaded since 14.12.0 #670

In geoDMS version 14.11.0 loading a WMTS background layer worked fine.

Since version 14.12.0 tiles are no longer loaded, see screendump (sometimes only the first tiles are loaded, error occurs after zooming/panning).

Steps to reproduce:

  1. Empty the %LocalDataDir%/wms folder
  2. Open project: tst\wmts\cfg\wmts.dms
  3. Request item: SourceData/EPSG28992/provinces_yr2020/geometry in MapView, zoom in and pan
