Manifest URL ALWAYS downloads newest version, even on older versions of Foundry. #122

To quote a user, "I keep copying the manifest URL for version 0.3.5 and it keeps downloading 0.3.6 when I paste it, not sure what I'm doing wrong" and "Sounds like @OctarineSorcerer might have the manifest pointing at latest instead of a specific release." Which, y'know. Is an issue.

Have had a look at other systems, Cyberpunk RED and DnD5e specifically, whose manifests always point to the latest. If someone wants to download the not-latest version, you want to go to download instead.
