Setup CI #110

WIP. DO NOT MERGE

This is to check that CI works with Pull Requests. It is still being tested.

Update

https://github.com/travis-ci/travis-ci/issues/7260 Travis CI still doesn't support building on Ubuntu 16.04, so none of the ros-kinetic-* packages could be installed. Problem is, by the time they start supporting 16.04, we may move to ros-melodic.

travis appears to support Xenial now
