deleted temp files generated by editors + added those to gitignore
fixed the build dependencies for rover so that it never takes more than 1 invocation of catkin_make to build. this mostly just required adding add_dependency(executable ${catkin_EXPORTED_TARGETS}) for every executable declared in each package's CMakeLists.txt
special case for owr_drive_controls and owr_joystick_filter - owr_drive_controls depends on a .h file defined in owr_joystick_filter
upgraded the package.xml format for the packages i touched
didn't touch gui/ so can't guarantee the build is fixed there
if theres still issues with header files not being found when building rover, please let me know
