Add an option to use MSC to pay DEx fees #179

In addition to #166 which suggests to send BTC nominated DEx fees to the foundation, I'd like to add the idea of using MSC instead of BTC as some kind of spam prevention fee.

The rationale behind this is to give MSC as token utility.

But what Ron mentioned somewhere else where I kind of agree: the level of complexity rises and too many options may not be as user friendly as one single mechanism.
