Hey @poupou-web3 building off of your insights re structuring the issues - would you want to split this into TWO issues, one building a pipeline looking at governance forums etc. and the second doing the analysis?
I believe that that most of the delegates do not leave data on arbitrum governance forum to enable a comprehensive analysis.
With Incentive Program Delegate this should be possible in the near future

Objective: The main aim is to gain a deeper understanding of the key group of individuals who are actively involved in submitting proposals to the governance forum.
Hypothesis: It is believed that there might be a certain group of individuals with shared interests who consistently support each other's proposals on the governance forum. This could lead to a bias in decision-making, potentially causing a centralization of power.
The Issue is Structured as Follows:
Data Extraction Algorithm Development:
Develop an open-source algorithm to extract data from the governance forum. Ensure the algorithm is reusable and formats the data for subsequent analysis. Data Analysis:
Develop a strategy to analyze the data and identify patterns in proposal support. Consider analyzing who supports or comments on proposals, including sentiment analysis to determine if the responses are favorable or against the proposals. Relationship Analysis:
Investigate if the most frequent proposal submitters are also acting as delegators. Examine how these delegators support each other. Cluster Analysis:
Determine if there are any obvious clusters of individuals who support each other. Investigate if these clusters are also influencing proposal votes. Voting Influence Assessment:
Analyze the extent of influence these clusters have in terms of voting power. Reporting:
