I will add, on a personal note, that while I understand and appreciate (on some level) what the project is trying to achieve, I have had a hard time articulating it friends and family who ask about what I work on. So it's something I'm interested in thinking about as well...
Regarding
PEPs, upstream packages contributions, varieties of systems involved in some specific deliverable
At least one (draft) PEP has come out of my work on supporting Sage on Windows: https://www.python.org/dev/peps/pep-0539/ It is mostly uncontroversial and is likely to be accepted pending some updates I need to make. There may also be some other PEPs to come out of the project.
That work has also resulted in at least a few bug fixes to Cygwin and one slightly non-trivial enhancement, possibly with others to come if I get the time (not high priority though).
