Refine documentation formatting and style for clarity #1212

Issue #1211

This commit improves the formatting and style of the local usage guide for Open Interpreter. Specifically, it standardizes the notation of headings, simplifies the notation of links, and shortens the descriptions of commands. This enhances the appearance of the document and makes it easier for users to understand the information.
