What this PR does / why we need it?:

Consolidates the kuttl test scripts to the common repo
Moves the onepipeline scripts for the acceptance test stage to the common repo
Sync the kuttl-rbac.yaml and minikube-kuttl-rbac.yaml to match those in the RCO operator

Looks like there was already a kind-kuttl-rbac.yaml file so I have updated that one and deleted minikube-kuttl-rbac.yaml as they were the same
